Vehicle Safety Design Certificate

The vehicle safety certificate is a document certifying the conformity of a single vehicle being released into circulation to the requirements of the Technical Regulations of the Customs Union 'On the safety of wheeled vehicles' (TR CU 018/2011). This document confirms the quality of the vehicle and its compliance with the necessary safety standards and environmental requirements in force in the territory of the Eurasian Economic Union (hereinafter - the EAEU).

A single vehicle means a vehicle:
- manufactured on the territory of the EAEU: under mass production conditions, the design of which was individually modified prior to issuance; or out of series production individually assembled from the assembly kit; or resulting from individual technical creativity; or issued into circulation from among those previously supplied by the state defense order;
- imported into the common territory of the EAEU: by an individual for their own needs; or previously participated in road traffic in non-EAEU member states, provided that more than three years have passed since the vehicle was manufactured. The applicant is the vehicle manufacturer or his representative acting on his behalf, or the person importing the vehicle into the EAEU single territory, or his representative.

Required documents for registration of SBKTS:
1. Application for compliance assessment in the form established by an accredited testing laboratory, which must include: the name of the applicant, the information necessary to conclude an agreement with him on the performance of conformity assessment, the name of means of transport, vehicle identification number, vehicle manufacturer name;
2. Identity document of the applicant;
3. A document confirming the right of ownership, or use and (or) disposal of the vehicle;
4. For vehicles that are the result of individual technical creativity, a document on the assignment of a vehicle identification number;
5. General technical description of the vehicle in an amount sufficient to issue a safety certificate for the vehicle design in accordance with the form given in Appendix No. 17 to the Technical Regulations of the Customs Union “On the safety of wheeled vehicles” (ТР ТС 018/2011);
6. Evidentiary materials (if available), which confirm compliance with the requirements of technical regulations. It is issued and issued by an accredited testing laboratory included in the Unified Register of Certification Bodies and Testing Laboratories (Centers) of the EAEU.
